In Germany, the data center sector, clean energy programs and European initiatives are providing an upswing. However, global uncertainties, volatile supply chains and new regulatory requirements pose risks for implementation.  <\/strong><\/p>\n\n<p><\/p>\n\n<p>After German construction output fell by around 3% in 2025, the fifth consecutive year of decline, there are signs of a noticeable upturn in the German construction sector in 2026. Forecasts predict moderate growth in construction output of 2.1%. This development will be supported primarily by public investment in infrastructure, energy supply and data centers as well as tax incentives. Germany is therefore one of the countries expected to return to growth, but is lagging behind European leaders such as Sweden. Construction output there is expected to increase by 4.3% in 2026.      <\/p>\n\n<p>&#8220;After years of declining construction output, the German market is gaining momentum again. Public investment is providing important impetus for infrastructure and industry. However, this also increases the demands on planning and implementation. Supply chains in particular show how crucial reliable framework conditions are for project success,&#8221; says Giles Heather, Director Europe, Country Head Germany at Linesight.<\/p>\n\n<p><strong>Supply chains: easing despite uncertainties<\/strong><\/p>\n\n<p>Supply chains recovered in 2025 due to increased competition and falling prices for some raw materials. Data center construction is also expected to put pressure on supply chains in 2026, particularly for power and cooling systems. Items with long lead times such as transformers and generators will continue to be in short supply, which will be exacerbated by the high number of renewable energy and AI infrastructure projects.  <\/p>\n\n<p><strong>Material prices: Prices stabilize, but geopolitical uncertainties cloud the outlook<\/strong><\/p>\n\n<p>While steel and aluminium prices are largely stabilizing, new price increases are on the horizon for 2026. This is due to regulatory measures such as the introduction of the Carbon Border Adjustment Mechanism (CBAM) and stricter emissions targets in the EU Emissions Trading System (EU ETS). These measures particularly affect CO2-intensive materials such as cement, concrete and steel.  <\/p>\n\n<p>In Germany, prices for cement and concrete remain high due to rising energy and CO2 costs. Diesel prices also remain volatile, influenced by geopolitical factors, new taxes and emerging biofuels such as HVOs.   <\/p>\n\n<p>&#8220;Climate policy, volatile energy prices and the ongoing shortage of skilled workers are having a direct impact on the construction industry. These factors do not act in isolation, but are interlinked and have a direct impact on deadlines, budgets and supply chains. Managing projects today requires more than just good planning: it requires in-depth market knowledge, forward-thinking procurement and clear risk strategies,&#8221; says Neil Doyle, Director of Procurement and Supply Chain at Linesight.<\/p>\n\n<p><strong>Cautious optimism for 2026<\/strong><\/p>\n\n<p>&#8220;Overall, the macroeconomic outlook for Europe in 2026 is characterized by cautious optimism,&#8221; says Heather. &#8220;Growth in 2026 will be driven primarily by infrastructure, energy and utilities projects and supported by the EU&#8217;s renewable energy and digital transformation targets.
